Since 2015, Dr. Julie Garver has been the Director of Policy and Academic Affairs for the Council of Presidents. The Council of Presidents represents Washington’s six public, four-year universities and college. In her role, she is responsible for promoting and supporting the state’s public four-year colleges and universities and addressing policy and academic issues.
Prior to working with the Council Julie spent the last nineteen years working in higher education policy and government relations in Washington, Oregon and Washington D.C. including work with community and technical colleges and four-year institutions.
Julie received her Ph.D. in higher education policy from Oregon State University in 2009. In 1998 she received her Master of Arts in International Affairs with a focus in International Political Economy from American University and in 1996 she completed her Bachelor of Arts in International Political Economy with a minor in Economics from the University of Puget Sound.
